Highest and lowest average combined rates
The highest average combined rates are in Louisiana (10.13%), Tennessee (9.61%), Washington (9.57%), Arkansas (9.48%) and Alabama (9.46%). At the other end, Delaware, Montana, New Hampshire and Oregon have no sales tax at all, and Alaska — which has no state tax but allows local taxes — has the lowest non-zero average at 1.82%. Across the country, the population-weighted average combined rate is 7.53%.
A state’s own rate tells only half the story. Colorado has the lowest state rate (2.90%) yet an average combined rate of 7.89%, because its cities and districts add an average of 4.99% on top. Alabama is the mirror image: a modest 4.00% state rate but the country’s highest average local rate, 5.46%.
Methodology & sources
Every figure in the table above comes from one published source, opened and transcribed for this page: Tax Foundation — State and Local Sales Tax Rates, Midyear 2026 (“State & Local Sales Tax Rates as of July 1, 2026”). The Tax Foundation compiles its table from Sales Tax Clearinghouse data and state revenue department websites.
How the averages work: a state’s “average local rate” is weighted by population, so it represents the local rate a typical resident faces, not a simple mean of every town. “Average combined” is the state rate plus that average local rate, as printed in the source table. Two figures deserve a footnote: New Jersey’s average local rate is −0.02%, because some Urban Enterprise Zones collect at half the statewide rate and Salem County is exempt from the state rate; and Missouri’s combined figure (8.44%) reflects its unrounded state rate of 4.225%.
What this table is not: it is not the exact rate for any single address. Within one state the combined rate can range from the state rate alone (in places with no local tax) up to the state rate plus the maximum local rate shown. Rates also change — local governments adjust them during the year, and the Tax Foundation updates its table in January and July. For a figure you will rely on, confirm the current rate with the state or local tax authority, or drop the exact rate into the calculator’s custom-rate option.
